Runaway rise in prices of home loans

Economists allocate to the housing market a critical role in the conduct of monetary policy. According to Frederic Mishkin, “to achieve the dual goals of promoting price stability and maximum sustainable employment, monetary policy makers must understand the role that housing plays in the financial transmission mechanism if they are to appropriately set policy instruments.”

Some observers claim that the Federal Reserve’s excessively easy monetary policy in the first half of the current decade helped create a housing bubble, the inevitable collapse of which triggered the recent global financial crisis.

Role of Urbanisation: In the Indian context, research on housing prices and its implications for monetary policy action is handicapped by a lack of reliable data. The NHB RESIDEX, an Index which tracks movement of prices in the residential housing segment, compiled by the National Housing Bank, is available only from 2007.

The lack of reliable data, however, cannot conceal the fact that housing prices in India, particularly in select cities, have increased multi-fold in recent years. Informal information reveals that cost of a 2BHK flat in a particular location in Mumbai zoomed from around Rs 9 lakh in 2000 to Rs 70 lakh by 2008. There has been a similar skyrocketing of prices across major cities in India.

What explains such a phenomenon? High economic growth on a sustained basis for the last two decades has played a significant role. Rising incomes of those who benefited from the growth process may have fuelled the demand for more and better housing.

More importantly, as suggested by one report, India’s rapid economic growth has set the stage for a fundamental change and dislocated a sizeable population from the countryside to urban areas.

As per the latest Census, the population of the NCT of Delhi grew by 46.31 per cent between 1991 and 2001, compared with the all-India figure of 21.34 per cent.

In the context of housing, the expanding middle class centered in the cities is instrumental in creating a high demand for housing, as in the case automobiles and other consumer durables.

The rise in housing prices is exacerbated by the heavy urban concentration of prime service sector jobs pertaining to banking, finance and IT-related activities. Expectations of an ascent in property prices may have contributed to a growing demand for investment in housing, creating additional pressure on housing prices.

Spray in Home Loans: The rapid expansion of home loan could have played a critical role in driving up prices. As per RBI data, the housing loan portfolio of the commercial banks witnessed an average growth of 34.0 per cent during 1996-2009, compared with an average growth of 20.6 per cent in the total loan portfolio.

Average growth in housing loans during 1999-2007 was as high as 44.7 per cent, before it decelerated to 11.6 per cent in 2007-09.

The growth of housing loans is both a cause and an effect of rising housing prices. On the one hand, easy loan availability augments the demand for housing and fuels upward housing prices. On the other hand, escalating housing prices raise the value of the collateral and facilitate housing loan growth.

HOME INSURANCE PREMIUMS TO JUMP 8%

Householders face a jump in insurance premiums of at least eight per cent in 2011 as insurers claw back waning profitability amid 38,460 flood-related claims.

Household insurance policy holders copped an 11 per cent premium rate increase in the 12 months to June 30, 2010 as insurers moved to recoup margins after the onslaught of severe weather events, including the Victorian bushfires, according to the 18th Deloitte JPMorgan survey.

Another eight per cent would be added in financial year 2011, , Deloitte and JPMorgan said on Monday.

They said this could even be higher, given the survey of 34 direct insurance underwriters, reinsurers and brokers was conducted last September, before Christchurch’s earthquake and the Queensland floods.

“For the last several years, the actual cost of these events has increased significantly … so the insurance industry is playing a bit of catch-up,” JPMorgan’s senior insurance analyst Siddharth Paramesweran told reporters.

Given the lag between severe weather events and insurers adjusting premiums, an eight per cent hike for 2011 was conservative, he added.

Commercial premium rate rises would be softer at around one per cent, after a six per cent lift in financial year 2010, he said.

Underlying profitability is deteriorating across commercial classes, which account for 40 per cent of all premiums.

“Flat (profit) numbers in 2011 would be a good outcome,” Mr Paramesweran said.

Releases of insurer’s reserves propped up the industry’s profits over the last three years, and overall profitability, measured by insurer’s combined loss and expense ratios, improved by four per cent in 2010.

But the industry’s profitability target for 2011 was unlikely to be achieved, given the Queensland floods, Deloitte partner Elaine Collins said.

Her comments came after the Insurance Council of Australia’s (ICA) tally of total claims from the Queensland floods reached 38,460 on Sunday, representing an insurable value of $1.51 billion.

More than half of all claims were from policyholders in Brisbane, with 30 per cent from regional Queensland and the remainder from Toowoomba and the Lockyer Valley, the ICA said in a statement on Sunday.

Residential property claims comprised 46 per cent of all claims received, with 25 per cent for residential contents and 10 per cent for commercial property.

Insurers expect the La Nina weather pattern to produce more heavy rain across Queensland in the next six months, driving the number of claims higher.

The ICA estimates about half of all properties are covered for flood insurance, and Mr Paramesweran says the industry is in a bind between setting affordable prices for consumers and improving their understanding of policies.

“It’s really hard for insurance companies to insure for events which are going to occur very frequently without charging a very high premium.”

Premiums of $10,000 per year would reflect just the base cost of insuring residential property located in areas that flood once in 30 years if insurers priced economically, he said.

Survey respondents expect car insurance premiums to rise by three per cent in 2011, Deloitte and JPMorgan said.

The Weekend Garden Gameplan

Oh I know, I’m keenly aware of the Superbowl coming up but this post has nothing to do with it. You see Saturday is destined to be a day outdoors – nothing short of the weather forecasters getting it completely wrong can stop that. We all know that never happens…

The temperatures are said to finally be reaching the 50′s! I even heard on forecaster mention the words “approaching the 60′s.”  Needless to say I’m looking forward to spending some quality time outdoors with the rake, the shovel, the wheelbarrow, the shed, the garage, and any other activity that I can find to do in the great outdoors.

Where am I going to start?
Here’s the Weekend Garden Gameplan:

1. The Vegetable Garden

  • Remove four of the small 2×4 beds and replace the old 4′x8′ bed with these. 
  • Put in the stone retaining wall circle raised bed for the center of the garden.
  • Lay down cardboard over the still grass covered walkways
  • clean out the old tomato branches and get those beds ready for planting!

2. Birdbath garden

  • lay down mulch over the small expansion I did in the fall. 

3. The yard

  • Plant a maple tree – still have on in a pot in need of a home!
  • bring compost to the compost bin and give it a turn – or two.
  • Prune while I can still see all the branches. Pruning trees while dormant is usually the best time but don’t prune spring flowering trees unless you want to remove the blooms – can’t figure out why you would want to do that though!
  • Move a magnolia! That little plant I started from seed still needs a home.

4. The Shed

  • water anything that needs watered
  • general cleanup
  • move some boxes away from the windows so that more light can come through.

5.  The garage

  • clean it
  • clean it
  • clean it
  • did I say clean it?

Now I wonder if the odds makers in Vegas have set the line Dave vs The Chores? Doubtful…
